Decompose PRbL/functions into category files #7

PRbL/functions is currently one ~1800-line file. Split into smaller, individually-sourceable category files (e.g. a dedicated menus file for just select_opt/multiselect, which is all the cutover Phase 1 bash-bridge actually needs).
Deferred out of the cutover spec (2026-07-18-bash-to-python-cutover-design.md) since PRbL is shared across every CF product's installer, not just cf-node-bootstrap - wider blast radius, separate repo ownership. Needs its own spec.
