Design the Monitor/Discover layer for Falcon.

Scope

  • How do we detect when a form changes (version, field set, deadline)?
  • Source monitoring: agency websites, Federal Register, state DOEs
  • Structured storage: form metadata, field definitions, required documents list

Constraints

  • Privacy-first: user data never leaves device without explicit consent
  • Must work offline for users in low-connectivity areas
  • Accessibility: WCAG 2.1 AA minimum for all UI
