Find tab: surface time budget filter inline (not hidden in Settings) #131

Problem

The time budget filter (max active time, max total time) is buried in Settings. For many users — especially those with low energy or time pressure — time budget is the primary filter, not a setting. It should be first-class in the Find tab UI.

Acceptance criteria

  • Add a time budget row directly in the Find tab filter panel
  • Quick-select chips: 15 min / 30 min / 45 min / 60 min / No limit
  • Selecting a chip sets maxActiveMin in the recipes store
  • Active chip highlighted; clear chip resets to No limit
  • Settings time fields remain for fine-grained control; Find tab chips are a shortcut to the same underlying store values
