theme.css contained urgencyPulse keyframe and .pulse-urgent class commented as 'for items expiring very soon' — an infinite opacity animation violating the Kiwi no-urgency/no-panic safety policy and WCAG 2.3.3/2.2.2.

Fixed in this commit: Removed the keyframe and class entirely. Any future expiry-adjacent visual affordance must go through explicit design review.
