Integration layer for pushing tagged Turnstone incidents to external issue trackers. Phase 1: Notion (via Notion API) and Jira (via REST v3). Plugin-style architecture so additional targets (Linear, GitHub Issues, etc.) can be added without core changes. Trigger: manual button in the incident UI or automatic on high-severity ML hit.
