Add a pattern library for vendor device error codes to patterns/default.yaml.

Devices using structured error codes (format ERR-NNNN) should be mapped to named patterns with severity and human-readable descriptions for use in diagnose and incident views.

Work items:

  • Uncomment and expand the placeholder ext_device_error pattern in patterns/default.yaml
  • Map known error code ranges to severity levels
  • Group related codes by subsystem (SYS, NET, HW, CFG, ERR)
