MkDocs docsite needed. No mkdocs.yml and no running docs container.

Needed:

  • mkdocs.yml (follow Peregrine/Kiwi pattern)
  • Structured docs/ with index.md, getting-started/, user-guide/, reference/tier-system.md
  • Docker container (docs-waxwing) added to compose.yml
  • Caddy route under docs.circuitforge.tech/waxwing/
  • Add to docs-portal nav
  • Include linkback: All CF Docs: https://docs.circuitforge.tech in nav
