Extras system ported to Python (model-cache-redirect as pilot), manifest loader, oem/collaborator/orchard profile skeleton, migrate circuitforge-core + kiwi manifests first, then remaining five (linnet, pagepiper, peregrine, snipe, turnstone).
Depends on #3.
