Plan: circuitforge-plans/cf-node-bootstrap/superpowers/plans/2026-07-18-cutover-phase2-base-provisioning-plan.md

Package-manager abstraction (apt), dependency install, dotfile/skel install, bash-compatible state.conf writer, and the new Minimal (bashrc + quickinfo only) profile end to end.
Depends on #2.
