brew backend for macOS, WSL detection/quirks (mostly falls out of Linux apt support + /proc/version or $WSL_DISTRO_NAME detection). Architecture-ready since Phase 2; this phase fills in the actual backend and does real WSL/macOS validation.
Depends on #3.
