Context

Part of #8. The top bar Settings button is a no-op and no settings screen design exists yet in Human Documentation. Backend settings data (OwnerSettings, BacklogStalenessSettings) is already modeled and persisted.

Scope

Inventory existing persisted settings fields (OwnerSettings, BacklogStalenessSettings) that need a user-facing control
Draft a short design spec (layout, grouping, copy) for a settings screen surfacing those fields
Get contributor (Ashley) sign-off on the spec before implementation starts

Out of scope

Adding new settings not already modeled in the backend.

Acceptance criteria

A short design spec exists and is approved, ready to hand to #16 (settings screen wiring).
