Context

Part of #8. Once the settings screen design spec is approved, wire the Settings button to open it.

Scope

Build a settings screen per the approved design spec
Wire the top-bar Settings button to open it
Bind fields to existing OwnerSettings/BacklogStalenessSettings persistence

Out of scope

Any settings not covered by the approved spec.

Acceptance criteria

Tapping the Settings button opens a working settings screen reading/writing existing persisted settings.
